The right to know is at the heart of new frac sand legislation. Senator Kathleen Vinehout (D - 31st District) is introducing legislation which calls for more transparency. It would require someone who's selling property to disclose whether they're aware of a contract, or an option, that allows for frac sand mining on a neighboring property. Another piece would increase public notice before a vote on sand mining applications. Part of the legislation is similar to what she offered last year. Those bills were sent to committee, but no votes were taken so they died when the session ended.
